Soccer Rule Changes for FIFA World Cup 2026

The IFAB has announced that the following soccer rules changes will be implemented for the FIFA World Cup 2026. These are in addition to the changes made for the 2025/2026 competition year. FIFA has confirmed that these rule changes are aimed at reducing time-wasting and increasing “ball-in-play” time.
- Restart Countdown: Referees will initiate a 5-second visual countdown for throw-ins and goal kicks.
- Throw-ins: Failure to restart in time awards the ball to the opponent.
- Goal Kicks: Failure to restart results in a corner kick for the opposing team.
- Quick Substitutions: Players being substituted have a maximum of 10 seconds to leave the pitch.
- If they exceed this time, their replacement must wait on the touchline for one minute, leaving their team temporarily short-handed.
- Mandatory Medical Wait: Any player who receives on-field medical treatment must leave the field and wait one minute (running clock) before returning.
- Exceptions: This does not apply if the injury was caused by a foul that resulted in a yellow or red card for the opponent.
- Expanded VAR Powers: Video Assistant Referees can now intervene for:
- Second yellow cards that lead to a red card.
- Incorrectly awarded corner kicks, provided the review doesn’t disrupt the match flow.
- Mistaken identity in cases of yellow or red cards.
These changes will be part of the rules changes included for the 2026/2027 competition year.
The most significant rules changes from the 2025/2026 competition year that are applicable to this concept include:
- Captain-Only Communication: Only the team captain is authorized to approach and speak with the referee. Other players who surround or contest decisions risk an automatic yellow card.
- Goalkeeper Time Limit: Goalkeepers are restricted to holding the ball for 8 seconds. If breached, the opposition is awarded a corner kick instead of an indirect free kick.
